I'm going to convert .SHP to .DWG files, which in turn
will be converted to postGIS. There is an util named
CAD2Shape
(http://www.rockware.com/product/pricing.php?id=73)
that converts DWG to SHP, but the price is quite
prohibitive.

Is there any open source util to convert .DWG to .SHP?

I wonder why you would not just go from shp to PostGIS with the
shp2pgsql command?

I personally don't know of one, however, I believe GRASS GIS can open
a shp file and write to a dwg file.

What CAD software are you using? Because if the software can export to
DGN (Microstation) Ogr2ogr would do the trick to directly import it into
postGIS.

You can find ogr2ogr in the FWTools, instructions are at:

Er, I'm not using any CAD software: I just have a lot
of .DWG files that needs to get converted to postGIS
(or to .SHP files first). Thus, I'm looking for a
converter that can perform batch conversion (something
like shp2pgsql).

Alternatively, is there any open source converter that
can convert .DWG to . DGN?

Or is there some sort of 'plugin' that can enable
ogr2ogr to read .DWG and convert it to postGIS?

And if I have to use CAD viewer, what would you
suggest? Is there any open source CAD viewer or GIS
viewer that can read .DWG files and save them in .SHP
format?

As I suggested before, GRASS GIS can read .DWG files (using v.in.dwg
command) and write .SHP files (v.out.ogr command).

Note ORBIS CAD might be easier to use, but GRASS might be easier to
automate. I am not sure because I have never used ORBIS, but GRASS is
highly automatable...
